Establishes the Military Department emergency response account to cover emergency costs.

The bill establishes the Military Department emergency response account, a separate, nonlapsing account administered by the Military Department. The account will contain moneys required or permitted by law and any balance will be carried forward to the next fiscal year. The funds will be used to cover costs incurred by the Military Department or other state personnel and resources in responding to emergencies, including natural disasters and civil emergencies, when federal funds are not available.
