Requires the Commissioner of Transportation to develop a plan for responding to temporary encampments by homeless individuals on state highways or property controlled by the Department of Transportation. The plan must include outreach procedures, immediate assistance offers, and coordination with municipalities, housing authorities, and service providers. Effective October 1, 2026.
