Wyoming applies to Congress to call a convention of states to propose amendments to the U.S. Constitution. The proposed amendments would impose fiscal restraints on the federal government, limit its power and jurisdiction, and restrict the terms of federal officials and members of Congress. The convention would be limited to these topics and would not consider any amendments to the Bill of Rights. Wyoming's application is subject to specific reservations, including that Congress cannot set the number of delegates or name them, and that states would vote on the basis of one state, one vote.
