The bill amends Wyoming statutes to clarify that cities and towns must comply with provisions applicable to surface water drainage utilities. It specifies that municipalities that collected fees for surface water diversion or management before July 1, 2026, without holding an election, must do so by that date. If the election is not passed, the municipality must stop collecting fees for the surface water system within 60 days of the election results. The act takes effect July 1, 2026.
