The bill mandates that Wyoming government entities adopt policies for the collection, access, security, and use of personal data. It prohibits entities from collecting more personal data than necessary for lawful functions and limits data retention to three years unless justified. Government entities must respond to residents' objections about their personal data and cannot transfer personal data to non-government entities without consent, except for service provision. The state chief information officer must develop sample policies by January 1, 2026.
