Establishes requirements for issuing transferable landowner hunting licenses in Wyoming.

The bill creates rules for issuing transferable hunting licenses to Wyoming landowners for elk, deer, antelope, and turkey. Landowners must operate a farming or ranching operation, have it classified as agricultural land, and earn at least $10,000 annually from agricultural sales. They can use or transfer up to two licenses per species per year. The licenses can be transferred to anyone eligible for a hunting license. The provisions expire on June 30, 2031. The game and fish commission must implement the rules.
