The credit applies to taxes paid to Wyoming and is administered by the Department of Revenue. The bill appropriates $5,000,000 for this purpose, with refunds to be issued by March 1 each year. If funds are insufficient, refunds will be prorated. The Department of Revenue must adopt necessary rules by January 1, 2026.
