Wyoming HB0074 allows county clerks to reject or notate filings deemed frivolous.

Wyoming HB0074 creates a procedure for county clerks to reject or notate filings deemed frivolous. A county clerk may decline to file or hold in abeyance any filing that may be frivolous and seek a district court order to declare it frivolous. If the court agrees, the clerk may reject the filing and refund any fees. The clerk may also notate any previously filed filings as frivolous. A filing is considered frivolous if it lacks an arguable basis in law or fact or is presented for an improper purpose. This act is effective July 1, 2025.
