Wyoming HB0028 amends the definition of explicit sexual conduct for the crime of sexual exploitation of children. The bill specifies that explicit sexual conduct includes actual or simulated sexual intercourse, genital-genital, oral-genital, anal-genital or oral-anal acts, bestiality, masturbation, and sadistic or masochistic abuse. The changes are effective July 1, 2026.
