Wyoming HB0008 modifies the definition of average daily membership for school finance calculations.

Wyoming HB0008 amends the definition of average daily membership (ADM) for school finance purposes. ADM is now calculated by adding the number of pupils present and absent, then dividing by the number of days the school is in session. Pupils who attend at least 80% of a full-time equivalency basis are considered full-time. Those attending less are prorated based on their enrollment hours. Pupils absent for over ten days are not counted. This change applies starting with the 2025-2026 school year and becomes effective July 1, 2025.
