Proposing a constitutional amendment to legalize cannabis for adults 21 and older in West Virginia.

The bill proposes an amendment to the West Virginia Constitution to legalize the possession, manufacture, and sale of cannabis for adults aged 21 and older. It allows individuals to possess up to two ounces or four plants for personal use. The amendment also enables the state legislature to enact laws governing the sale and manufacturing of cannabis. Additionally, it provides for the dismissal or expungement of prior convictions for possession of two ounces or less of cannabis. The amendment will be put to a vote at the next general election in 2026.
