West Virginia SB970 exempts volunteer fire departments and part-time volunteer fire departments from being considered "automobile brokers" or "unlicensed dealers" if they raffle no more than four vehicles per month through in-person or online raffles. This exemption applies to both volunteer and part-time volunteer fire departments.
