Establishes civil service promotion criteria for municipal law enforcement officers in West Virginia.

The bill sets criteria for promoting municipal law enforcement officers in West Virginia. It requires officers to complete 40 hours of leadership training before taking a written examination. The promotion score combines the written exam, Law Enforcement Board evaluation, and seniority. The board must consist of at least four officers from an agency at least 90 minutes away from the officer's home agency.
