Establishes community air monitoring programs, defines the data collected, and limits how that data can be used. Data collected cannot be used for issuing fines, penalties, or notices of violation against air emission sources. It also cannot be used for administrative, regulatory, or judicial enforcement actions. The data may not be used for developing quality control guidance and rules. The bill ensures that community air monitoring data programs follow scientifically validated and accurate methods.
