Reduces the number of days substitute teachers must work to accrue seniority for full-time employment.

This bill amends the West Virginia Code to reduce the number of days substitute teachers must work to accrue seniority for applying for full-time employment. Substitute teachers, except retired teachers, will accrue seniority exclusively for full-time positions after 133 days of employment. Employment for less than a full term will be prorated. The bill also outlines procedures for reducing the number of instructional personnel, emphasizing seniority and qualifications in making decisions.
