West Virginia SB813 increases civil penalties for failure to file required campaign finance reports. The bill imposes a daily penalty of $10 for each day a report is delinquent, grossly incomplete, or grossly inaccurate. The Secretary of State can assess a penalty of up to $500 for the first violation and $1,000 for subsequent violations. The bill also requires the Secretary of State to notify the political committee and its treasurer of any inaccuracies or omissions. If a penalty remains delinquent for 30 days or longer, the Secretary of State must refer it to a debt collection agency.
