Removes the 30% cap on municipal stabilization funds in West Virginia.

This bill removes the 30% cap on municipal stabilization funds, allowing municipalities to transfer excess funds to other appropriate funds. The fund can receive appropriations, gifts, grants, and other funds. The governing body can appropriate a sum to the fund from any surplus in the General Fund at the end of each fiscal year or from any other available money.
