SB678 modifies the Board of Coal Mine Health and Safety to include an additional voting member and sets quorum requirements.

SB678 amends the Board of Coal Mine Health and Safety by adding the Director of the Office of Miners’ Health, Safety, and Training as a voting member. The board now consists of seven voting members and one nonvoting member. A quorum is established as four members, including at least two representing operators and two representing working miners. The Governor appoints members with the advice and consent of the Senate, with nominees provided by trade associations. The Health and Safety Administrator, appointed by the Governor, prepares agendas and rules to improve coal mine health and safety.
