Transfers control of flood control dams and structures to West Virginia Conservation Agency.

West Virginia SB631 mandates the transfer of all interests in flood control dams, channels, dikes, and levees, along with associated property and funds, to the West Virginia Conservation Agency by July 1, 2026. The bill empowers the state conservation committee to operate, improve, maintain, and construct these structures and to contract with other entities for such purposes. Conservation districts are prohibited from taking ownership or sponsorship interests, operating, or maintaining any flood control dams, channels, dikes, or levees.
