West Virginia SB490 amends the state code to allow the Governor, in consultation with the West Virginia Workforce Development Board, to approve short-term training programs for federal Workforce Pell Grants eligibility. Programs must prepare students for high-skill, high-wage, or in-demand industry sectors or occupations. The Board will propose rules for Legislative approval and ensure compliance with federal rules. The act takes effect January 1, 2027.
