Establishes the West Virginia Coal Marketing Program to protect and expand coal markets and facilities.

The bill creates the West Virginia Coal Marketing Program, administered by the Governor, to protect and expand coal markets and facilities. It appropriates $1 million from the general fund for the program, which can only be used for projects benefiting coal markets and addressing impacts on cities, towns, and counties. The Governor must report annually to the Joint Committee on Government and Finance on funded projects. The Governor can also accept gifts, contributions, and donations for the program.
