Allows municipalities to complete work previously requested to the Division of Highways if the division fails to start the work within six months.

This bill amends the Code of West Virginia to allow municipalities to complete work previously requested to the Division of Highways if the division fails to start the work within six months of the request. The Division of Highways will maintain liability for the work completed by the municipality, which may then bill the division for reimbursement. The bill provides for the continuation of solid waste collection services in annexed areas by negotiating agreements with certificated solid waste motor carriers for up to three years.
