Requires state departments to prepare annual performance plans and report to the Legislative Oversight Commission on Health and Human Resources.

Directs state departments to prepare annual performance plans and report these plans to the Legislative Oversight Commission on Health and Human Resources Accountability. The commission must then report to the Legislature. The performance plans must establish performance goals, performance indicators, and outcome measures. The commission may require departments to submit reports on a routine or as needed basis. The commission must submit an annual report to the Legislature.
