West Virginia SB106 authorizes the Commissioner of Highways to offer locality pay to Division of Highways employees in certain jurisdictions.

West Virginia SB106 allows the Commissioner of Highways to approve a locality pay differential for Division of Highways employees working in jurisdictions where such pay is necessary to attract and retain staff. This differential can exceed the maximum salary range for the employee's position but cannot exceed $10,000 per year in addition to the employee's regular salary or hourly pay. The commissioner must propose rules for legislative approval to implement this provision.
