Clarifies powers and duties of West Virginia Commissioner of Agriculture over state-owned land.

The bill clarifies the powers and duties of the West Virginia Commissioner of Agriculture over state-owned land. It allows the commissioner to manage institutional farms, lease land for agricultural production, and develop land for public use. The commissioner can also transfer land to other public bodies and authorize the Division of Corrections and Rehabilitation to operate a farm using inmates. Funds collected from these activities are deposited into a special revenue account.
