Establishes the Drainage Remediation Fund to address drainage issues affecting West Virginia's state roads.

The bill creates the Drainage Remediation Fund in the State Treasury to address water drainage issues that affect state roads. The fund will receive appropriations, grants, gifts, and donations. The Commissioner of Highways will administer the fund, using it for drainage projects that may extend beyond state property. County commissions, municipalities, and private landowners can request project upgrades, agreeing to reimburse the fund. The fund's balance, including interest, remains in the fund and is not transferred to the General Revenue Fund.
