West Virginia HJR34 proposes a constitutional amendment to allow citizens to propose and vote on state constitutional amendments.

West Virginia HJR34 seeks to amend the state constitution to enable citizens to propose amendments through a petition process. This process requires signatures from at least 10% of the voters in a county. If the petition meets the requirements, the amendment is placed on the ballot at the next statewide election. For the amendment to be ratified, it must receive at least 60% of the votes. The existing process for the Legislature to propose constitutional amendments remains unchanged. If multiple amendments are submitted, each is voted on separately.
