West Virginia HJR28 proposes a constitutional amendment to exempt owner-occupied real property from property taxes once the mortgage is paid off.

West Virginia HJR28 proposes an amendment to the state constitution to allow the Legislature to exempt owner-occupied real property from property taxes once the mortgage is paid off. The amendment would permit the exemption of any amount of the value of real property or personal property in the form of a mobile home used exclusively for residential purposes and occupied by the owner. This exemption would apply as long as the real property is not encumbered by a mortgage. The amendment would also allow the Legislature to set requirements, limitations, and conditions for this exemption.
