West Virginia HCR28 directs the Office of the Attorney General and Office of the Treasurer to collaboratively produce a study of the state appropriations and budget of the current year and previous five year period. The study will identify each budget line or supplementary appropriation item, examining spending related to constitutional mandates, core functions of government, policy goals, and historical precedent. The findings, conclusions, and recommendations will be reported to the Joint Committee on Government and Finance by December 21, 2026.
