This bill authorizes the issuance of bonds to fund improvements to the West Virginia Science and Culture Center. The bonds will be issued by the West Virginia Economic Development Authority and repaid using the Cultural Center Improvements Revenue Debt Service Fund. The Governor can certify capital improvements to receive funds from the bond proceeds. The State Lottery Director will allocate funds from the State Excess Lottery Revenue Fund to the Economic Development Project Fund for the bond debt service requirements.
