West Virginia HB5642 creates the State Utility Accountability and Improvement Program to assist struggling water and wastewater utilities.

West Virginia HB5642 establishes the State Utility Accountability and Improvement Program to proactively identify and assist struggling water and wastewater utilities. The bill creates the State Utility Management Corps within the Water Development Authority to conduct annual risk assessments, develop improvement plans, and provide technical assistance. The Public Service Commission can order expedited proceedings through a Priority Utility Docket and appoint conservators for utilities facing imminent threats. The Distressed Utilities Account is expanded to fund grants and loans.
