Establishes the Truth in Giving Act to require thrift operators to disclose information about donations and sales of consumer goods.

The Truth in Giving Act mandates that thrift operators inform donors and customers about the entities benefiting from their donations and purchases. Thrift operators must display required information on drop boxes, at donation and sales locations, and provide it to donors. The act also authorizes the Secretary of State to investigate violations and imposes criminal and civil penalties for non-compliance. Recovered funds are to be split between the state General Revenue Fund and the service fees and collections account.
