Establishes a Certified Microgrid Program to support microgrid districts and high impact data centers in West Virginia.

The bill creates a Certified Microgrid Program to assist in the development and operation of microgrid districts and high impact data centers. These projects are exempt from certain county and municipal regulations, including zoning, building permits, and licensing. The Department of Commerce is tasked with coordinating the development of these projects and designating a Data Economy Liaison to facilitate their growth. Additionally, the bill mandates that water used by these projects must originate from surface water sources.
