West Virginia HB5470 amends existing laws to regulate cost-sharing under health plans, including annual limitations on cost-sharing and prohibiting insurers, pharmacy benefits managers, and third-party administrators from altering the terms of health plan coverage based on the availability or amount of financial or product assistance for prescription drugs. The bill also requires insurers and pharmacy benefits managers to include any cost-sharing amounts paid by the insured or another person when calculating the insured's contribution to cost-sharing requirements.
