Designates landowners owning 1,000 or more acres in West Virginia as institutional landowners.

The bill designates landowners owning 1,000 or more acres in West Virginia as institutional landowners. Excludes public or semi-public facilities like schools and hospitals. Requires these landowners to report annually to the Secretary of State on land use, economic activity, timber value, flood plains, and taxes. The Secretary of State must then report annually to the Joint Standing Committee on Agriculture and Rural Development.
