West Virginia HB5400 amends the criminal penalties for child neglect resulting in death. It specifies that a person in a position of trust in relation to a child who neglects a child under their care, custody, or control and causes the child's death shall be guilty of a felony. Upon conviction, the offender shall be fined between $1,000 and $5,000 or imprisoned for between 10 and 20 years.
