West Virginia HB5384 amends the PROMISE Scholarship Program to allow the Higher Education Policy Commission to adjust the required composite testing scores for ACT and SAT regarding PROMISE scholarship eligibility, year to year, to maximize the number of awards available to prospective students. The bill eliminates individual subject score requirements for the ACT and SAT tests and replaces them with total composite scores. The Higher Education Policy Commission is authorized to make these adjustments starting from the 2026-2027 school year.
