This bill amends the Code of West Virginia to clarify the conditions under which a purchaser can cancel a real estate contract if a resale certificate is not provided. If the resale certificate or a notice of its unavailability is delivered after the contract is ratified, the purchaser can cancel the contract within a specified time period agreed upon by all parties. If no time period is specified, the purchaser has three days from the date of ratification to cancel. If the certificate or notice is delivered before ratification, the purchaser can cancel at any time before settlement.
