Establishes the Governor's Cup Challenge to provide scholarships for high school student-athletes in West Virginia.

The bill creates the Governor's Cup Challenge, a competition between Marshall University and West Virginia University. The annual winner receives a scholarship fund for high school student-athletes. Each institution earns points based on athletic contests won, with the institution having the most points at the end of the year declared the winner. Twenty percent of the total net profits from ticket sales, merchandise sales, concession sales, and other game-related revenue will be deposited into the West Virginia Athlete Scholarship Fund.
