Legalizes gold panning in West Virginia rivers and streams with a 4" pan, setting permissible dates.

West Virginia HB5174 amends the state code to permit gold panning in rivers and streams. The Division of Natural Resources will set specific dates for gold panning, avoiding fish spawning seasons. Pans used must be no larger than four inches wide. After setting the dates, the Division will publish them for the public.
