This bill allows certain zero emission motor vehicle manufacturers to operate as new car dealers in West Virginia. To qualify, the manufacturer must have been producing zero emission vehicles since at least 2008, exclusively manufacture zero emission vehicles, and not have sold its vehicles through a franchised dealer in the state. The bill also stipulates that the manufacturer cannot have a controlling interest in a franchisor or subsidiary controlled by a franchisor.
