HB5026

Account for all federal unfunded mandates

Introduced·2/2/26
Intr Text

West Virginia Unfunded Federal Mandate Accountability Act identifies and quantifies federal unfunded mandates and seeks reimbursement.

The West Virginia Unfunded Federal Mandate Accountability Act aims to address the financial burden of federal unfunded mandates on the state. It requires the Governor to compile a comprehensive list of federal mandates, detailed cost analyses, and total annual compliance costs by agency and statewide. The Governor must submit these findings to federal authorities and the state Legislature annually. The bill also mandates public hearings on federal unfunded mandate costs and integrates the unfunded mandate assessment and billing process with the annual state budget cycle.
