Eliminates certain low-traffic roads from WVDOH maintenance while maintaining rights-of-way on paper.

This bill removes all lanes, cul-de-sacs, dead-end roads, city streets, and non-through routes with an average daily traffic of less than 10 vehicles per 0.1 mile from the West Virginia Division of Highways' (WVDOH) maintenance responsibilities. The rights-of-way for these roads will be maintained on paper, and county WVDOH budgets will not be reduced as a result.
