West Virginia HB4995 mandates that local educational agencies (LEAs) install video cameras in self-contained special education classrooms and audio recording devices in their restrooms. These devices must monitor all areas of the classroom and restroom, respectively. Recordings are confidential and can only be reviewed by certain officials or under specific legal conditions. Recordings must be retained for at least three months or 365 days, depending on the date of the recording.
