Requires all state agency P-card rebates to be transferred to the PEIA Rainy Day Fund to stabilize it.

West Virginia HB4856 mandates that all rebates from state agency P-card purchases be directed to the PEIA Rainy Day Fund. This bill repeals the previous allocation of rebates to other funds and instead requires the Auditor to transfer all remaining rebate moneys to the PEIA Rainy Day Fund within three days of receipt. The purpose is to stabilize the PEIA fund.
