West Virginia HB4841 establishes a process for county commissions to formally petition the Division of Highways for local road repairs. The county commission, in consultation with the Division of Highways' county supervisor, can submit a petition detailing the road's name, location, condition, traffic volume, complaints, repair scope, and cost estimate. The Division of Highways must acknowledge receipt within 15 business days and provide a written decision within 90 calendar days, either approving, deferring, or denying the petition.
