Allows applicants without a permanent address to obtain a driver's license or identification card.

Allows applicants without a permanent address to obtain a driver's license or identification card by verifying that they have no permanent address. Requires the Department of Motor Vehicles to audit driver license and identification certificate address information provided by applicants. Permits the department to cancel any driver license or identification certificate issued to a person who does not prove that they reside at the address on record or in the case of no permanent residence if they are not maintaining a post office.
