West Virginia HB4743 regulates the disposal of surplus asphalt grindings or millings from the Division of Highways.

West Virginia HB4743 amends the Code of West Virginia to specify how the Commissioner of Highways may dispose of surplus asphalt grindings or millings. The bill mandates that inventories of these materials be kept as public records for five years and may be destroyed thereafter. Asphalt grindings or millings not recycled for another project remain the property of the Division of Highways and can be transferred, exchanged, traded, or sold.
