Allows adopted adults or their descendants to access original birth certificates under specific conditions.

This bill amends the Code of West Virginia to allow adopted adults or their lineal descendants to request a certified copy of their original birth certificate. The State Registrar must issue this copy upon request from an adopted person who is 18 years or older, or from a direct line descendant if the adopted person is deceased. The bill also outlines procedures for establishing new birth certificates based on evidence of adoption, legitimation, court determination of paternity, or acknowledgment of paternity.
