West Virginia HB4653 prohibits public utilities from including costs of other utilities in their rates and mandates rates based on actual service.

West Virginia HB4653 amends the Code of West Virginia to prohibit the Public Service Commission and water or wastewater utilities from including costs of other utilities in their rates. The bill mandates that rates should be based on the actual costs of service for different customer classes. It also prohibits customers of self-supporting entities from being charged for costs of cooperatives or municipal utilities with fewer than 4,500 customers or annual revenues under $3 million.
